Born March 15, 1918 in Jacksonville FL daughter of Israel Max and Ida Lieberman.  She graduated from Andrew Jackson High School in 1936 and attended Jones Business College.  Mildred operated a branch office of Beach Trucking Company and intrastate commerce trucking company and was a postmistress of a branch post office in Jacksonville.  She and her family moved to Daytona Beach in 1952 where she assisted her husband, Perry, in owning and managing City Provisioners, a wholesale institutional food business. Their original North Street building was donated to the county by the Frank family.  She was low vision from birth and later became totally blind.  She started the first Low Vision Support Group in Daytona Beach.  Mildred served as a board member for the Extended Family where she was chairwoman of the advisory council for IBET, (Independence for the Blind through Education and Training) which led to the founding of the Center for the Visually Impaired in Daytona Beach.  She was the only non-professional invited to participate in an International Learning Forum, sponsored by Veteran Affairs in Atlanta and the Mississippi State University Rehabilitation Research and Training Center on Blindness and Low Vision.  She was invited to a Medical Symposium in Italy and presented Audible and Tactile Systems for coping with vision loss at a conference held at the University of Rome. Mildred was extended an invitation to participate in the worldwide program People to People.  She authored "Seeing With The Brain", Blindness Defeated, Nutrition and Coping Skills", and "The Vision Aide Manual".  She started the Vision Aide Program through Home Instead Senior Care of Volusia County and was instrumental in the Center for the Visually Impaired in seeking a grant to train volunteers to offer in home services such as reading mail; driving; shopping; identifying and labeling food, medicine and clothing; and installing systems for filing and retrieving information for those who can no longer read or drive.   She served on the board of Vision Enhancement and wrote a quarterly column called "Frankly Speaking".  She also was a volunteer staff member of the Focus Newsletter for which she wrote many articles.  Mildred was a member of Temple Beth-El and a past president of the Temple Sisterhood.

Predeceased by her husband Perry, she is survived by two sons, Harvey and Larry and their wives Linda and Andrea; one grandson, Jonathan Perry Frank; one great grandson, Elijah Harvey; nieces, Carol Goldberg, Joan Freidlin, and Marilyn Landis; two nephews, Gary Bloom and Ronald Nathan.

I will miss your mom in so many ways. Some times I wondered who was working for whom. I know there were times I got frustrated, but I always listened to her and she taught me alot of things about life in general. She was a very special woman and I can truthfully say she never had a bad word to say about anyone. There were days she was frustrated with her situation but she never spoke about anyone in a negetative way. She was a blessing in my life and I will never forget her. Love, Joann

Mildred was a very beautiful, caring, dedicated, intelligent, compassionate and educated woman. I only knew her for the past year but she has significantly impacted my life. From the first day we met there was a connection, and it continued until the morning she passed away. Even though she could be particular at times, she would always humor me and listen to what I had to say (not that she liked it all the times). She was a friend to me and I respected her input and thoughts. I will miss talking with her and will think of her daily. My job will not be the same without her. Thank you for letting me be part of this wonderful woman's life.
